Parcel access: key experiences

During today's combat user group meeting, we discussed the possibility of requiring users accept an experience in order to gain access to a parcel. For combat, this means residents could be restricted to a safe parcel until they accept the experience to enter the larger combat parcel.
This should behave just like key experiences for region access, but affect only the parcel(s) where a key experience is defined and "anyone can visit" is unchecked.

This would greatly improve the usability of key experiences.
Currently users are anxious to enter any region with a key experience due to the scary sounding warning dialog that they are presented with before they may enter.
Being able to have a safe hub where an experience can be explained and introduced would be great for users and exp devs.
