Can't Partner if Accounts are Downgrading Membership

- Have an active Premium plus account for both users trying to partner.
- downgrade both accounts to basic (Side note: neither have active mainland tier nor a Linden home or store so arent in arrears and both accounts are in good standing.)
- Fill out form to partner
- Get a error message saying "Resident cannot be found or may not be active." when in world dataserver successfully shows username is correct via an LSL script and name is correct on the Website account.
- Cancel downgrade for both accounts
- Fill out form to partner
- Partnering proposal email is sent, all is well when clicked
- Partnering succeed.

Error sending Partnership

for almost a week I've been trying to send the Partnership and it constantly gives me this error "The resident specified could not be found or may not be an active resident.", the name I write is correct, I've checked about ten times and when they try to send me the Partnership request it gives the same error. it's not a typo because I also tried with another avatar to see if I was doing something wrong but it gives the same error
