Option missing creating support ticket

According with Freshdesk tutorial, when someone wants to gift a premium account to another user, receiver must send a support ticket type Billing -> Another billing issues.
But, if receiver is a basic account, the second option (Another Billing Issues) is not present.

We have resolved the issue with the missing ticket type. You should now be able to submit 'Other Billing Issues' from your basic accounts.

I just verified this, it seems like that option is for premium members only, so, giving a premium account as gift to a non premium member is not possible.
