Crashes while Initializing Texture Cache - Fresh Install

Whatever I do the viewer crashes while Initializing Texture Cache. I have upgraded to the latest version, I have uninstalled and removed registry keys. I have installed into a different folder. I have done clean installs, and over the top installs. Nothing works.
The few times I did get in-world before upgrading to the new viewer I got 5 frames per second on LOW settings with most of the textures missing and those that did appear were constantly switching between blurred and in focus and then back to blurred again, while I was standing still. I can't even install an old viewer to avoid this mess because the links to the older viewers are gone. The links take you in circles without showing a list of older viewers. Did Meta pay someone at LL to drive all the customers away? For god sake roll it back while you still have residents left!

Actually, use Option 2. I see you're on a HD Graphics 4600 card. You are almost certainly hitting https://github.com/secondlife/viewer/issues/1856
We'll get a fix for this into RC ASAP.

Dan Linden Yes. I am using the 4500 Graphics in my old Intel Core i7-4790K.
I got back in with the suggested 7.1.8.9375512768. Thank you!!
I have only 5 frames per second on a 4.5Ghz 8 thread cpu with 32gb or ram.
I have a Nvidea GTX 780 3gb water cooled card here. Any chance that will work with a respectable framerate?
In the meantime, I better not drive a fast car through a sandbox for a while!

Dan Linden Exact time of my last crash when the "Initilizing texture cache" message vanished from my screen was 6:25:17 AM. Time is for Melbourne Australia (Australian Eastern Standard Time). GMT+10.
I crashed SL version Second_Life_7_1_9_10515727195_x86_64_Setup.exe
I will now install and try the version you mentioned above as a possible fix, and edit this post with the results.
Results: Got Online with without crashing using the Second_Life_Test_7_1_10_10607429313_x86_64_Setup.exe at 6:35:11Am. Getting about 8fps with the default settings and drops to 6 frames when I increase to 256 meters so I can see my region.
I will not run those copies of the viewer again just in case there are any log files you may need from them. Switching back to an Olddd version of firestorm now.

We expect that the DeltaFPS will perform better than Materials Featurettes (7.1.8.9375512768) did on older systems, and is less likely to get bogged down after loading many textures.

Dan Linden Testing that Viewer now. All the textures came up normally and quite fast too without any missing or de-rezzing in and out. However it appears my viewer has crashed after attempting to take a second picture. Login and crash times in screen shots below, though the crash is a hang and still ongoing as I type this. It is the typical viewer screen tinted white with a spinning mouse pointer and no response. I am going to close it now and relog to get a frame rate. I'll edit the FPS rate in here as : .... Couldn't get back in as the viewer crashed while loading world. Screenshot attached.
I cleared cache and relogged. Got in again. Everything loaded fast and the frame rate is reporting as higher (12) than the other viewers, but moving objects look to be on a much lower frame rate of 5'ish because they still look like a stop motion video. Picture attached.
I don't think the frame rate is reporting properly as it was showing 18fps a moment ago which normally looks smooth for me on other viewers but is jumpy when I am standing still watching the animated textures on the lasers.
WORKED IT OUT! When I switch away from SL the frame rate gets higher and when I put the viewer in focus it dropped slowly back to 5. I just watched it drop from 20 back to over a minute 5 when I switched focus back to SL. Anyway, it looks like 5 frames is right with the stop motion video effect. So the texture loading it good on this version you suggested I test, but frames are no better on this cpu's integrated graphics.

Sorry to hear the viewer is crashing for you! Here's some options for a workaround.
Option 1) Try this build that may have a fix for that crash. Warning: this viewer has not passed QA yet, so it may have other issues. https://github.com/secondlife/viewer/releases/download/Second_Life_Release%238406d10-DeltaFPS/Second_Life_7_1_10_10582490681_x86_64_Setup.exe
Option 2) You can pick an older viewer (probably 7.1.8.9375512768) from this list. https://releasenotes.secondlife.com/categories/viewer.html then edit the Windows shortcut "Target" and add this to the end:
--channel noupdate
That change will defeat the updater. Once that viewer is running please open Help > About Second Life and click Copy to Clipboard, and paste that in a comment.
