it freezes always on macOS and Windows, maybe there is a slightly not worth mentioning difference with or without cleared cache. I often have to switch back and forth during a session due to changing situations.

This will occur when changing to a newly selected graphics preset for the first time since clearing the cache. After that you shouldn't experience this long pause again.

However, this issue is now being tracked to further investigate this issue.
