Allow any parcel owner to set voice as "echo".

Right now, there is a problem with the special regions like Voice Echo Canyon, where there is no WebRTC-implemented way of echoing your own voice back to you.
I suggest, that once voice echo is implemented in WebRTC, that having voice set to "echo" should be a thing that any parcel owner can set. This means any sandbox or other region could have voice echo parcels, essentially meaning that Voice Echo Canyon itself becomes unneeded as a region, and could potentially be shut down, as its functionality is now available to everyone who has a parcel to spare.

If this could be implemented on any parcel, I’d use it. A while back I was trying to practice singing a classical piece and wanted to hear how I sounded, but it was awkward at echo canyon since people popped in all the time. It would also be useful for practicing speaking another language.
