disallow users to pull names from groups (or anywhere) to initiate confrence calls. it's rude, unwelcome, and just spam. I don't like any personally unless I know I'm getting invited. so maybe it could be restricted to only those on a friends list at least or a pop up is shown to accept or decline them in the same way a voice confrence does.

Sometimes it is important for a group owner/officer/moderator to be able to chat with a subgroup of a group. Maybe add a small cost to opening a conference to discourage casual use. But not for people on a friends list.
I suppose an option to select blocking either none, non-friends or all conference requests would be a reasonable compromise.

I dislike it that group owners get around this by selecting the group members who have the group chats turned off.

Personally, I'd find the pop up more annoying — they're not
always
spam. (Having it stay closed unless you're specifically re-invited would be nice, too, though.)I'd also not mind it if conferences had to be given a name/topic… Would increase the burden of opening one slightly, and give you a clearer indication of whether it's spammy or not.
