BOM layers that can glow.
Would be quite nice and remove onion layering for mesh models and help save on resources.
I know PBR is a thing but it does not allow the flexibility of BOMs. I have species that have different glowing markings and bioluminescence on their bodies that I'd love to be able to do in SL.
My team and I heavily utilize BOMs so our customers can make rather unique pattern and color combinations.
Shiny BOM layers would also be really nice.

This, and/or better implementation of how PBR currently works (especially when it comes to applying PBR materials to bodies) is very much needed.
I have an avatar that uses a PBR Bakes on Mesh material, that uses the PBR emissive textures to create glowing markings like you describe. It works with BOM skins - just set the PBR material's base color/diffuse to the baked upper & lower body textures.
The only issue with this is that it's currently tedious to set up on mesh bodies, especially if they are no modify. As far as I know no mesh body comes with a PBR materials applier yet, so it's a very DIY thing, and not at all user friendly.
Also this is done by applying the emissive texture directly to the material, so unlike tattoo layers you can't stack them, the glow has to go on the body material. Again, fine for DIY/personal projects, less so for the average customer experience.
PBR has been out for a while now but you don't see materials creators really making PBR materials for bodies unless it's a very niche thing. But for most normal/specular materials for avatars still use fallback/blinn-phong. Unless PBR is improved that's not going to change any time soon.

Miro Fairelander i've been playing around with pbr bom lately too. some really awesome effects to be had! just as an aside, emissive tats can be made stackable with some fiddling: set the emissive texture on your body mesh to an alternate bom channel (like aux2, aux 3, left leg, etc). create a universal layer tattoo with a white tattoo/alpha background in that channel, and stack away. :) the tattoos can be changed out, stacked, or tinted, just like regular bom tattoos.
you will have to wear a solid black tattoo at the bottom of the stack, and you'll have to use separate channelsfor upper body/ lower body/head/etc.
