Estate Managers ignore parcel restrictions, and expanded permissions

I would like Estate Managers to have the ability to ignore parcel restrictions such as build, object entry, etc. I would also like to see expanded permissions for Estate Managers that gives access to parcel properties without needing ownership of that parcel.
I run multiple regions and rent parcels, and give full ownership over parcels. These regions have a sim-wide theme not dissimilar to the new premium regions. These assets are all linked to a root prim that is not on any owned parcels. I run into issues when modifying parts of my regions when parcels have build turned off, object entry off, or have other parcel restrictions applied.
This prevents me from building, linking/unlinking, and modifying parts of my regions. I remodel these regions every 3-5 years and this is a common problem for me.

this seems likely to open a big privacy/security hole for the owners of the parcels. Seems to me full-ownership ought to mean what it says

Bavid Dailey I don't necessarily think so, again this is for private regions, and private region owners can assign whoever they would like as estate managers which already gives them access to bypassing parcel access lists.
I don't see the problem with allowing estate managers to ignore parcel build permissions and others as well. Its a private region, and we should have more control over the region we're paying for.

Bavid Dailey I Don't think you're understanding the purpose here. I need more controls over my regions because I run fully themed regions that require I build on parcels that I do not own. Estate Managers already have the ability to bypass any access settings.
This would also make support much easier on the estate manager side when someone needs assistance changing parcel settings, or in my case needs part of the region theme modified. Currently I have to either have tenants turn build on for everyone which is not ideal, or add me to a group if they have their parcel set to a group.
This has slowed the process of remodeling one of my regions down significantly.
I am also responsible for paying for the regions regardless if I have enough tenants to cover the cost of the regions. Ultimately, its up to the tenants whether or not they rent from me, and if they don't like the way I run my regions they do not have to rent.
