May I suggest speaking with the current SL golf course owners and actually playing on any of the current golf courses. I've played most (a couple will not add the experience required for the golf clubs system I purchased) and they have absolutely been done well. From basic layout, sort of miniature golf-ish to beautifully landscaped and challenging layouts. Of course, it is nowhere close to RL golfing but then nor is sailing, or flying or any of the simulated activities in SL. I've only just started to play SL golf but I think the available golf systems been around for at least a year. So the test and trialing have been done and valuable feed back is available.

This is a very intriguing idea. As someone who does play golf on occasion in SL I too have thought about this possibility. Working with the golfing community to build a course that works with the current golf systems out there is probably preferable to creating our own system. That way it could give both existing players an additional place to play and be a conduit for introducing new users to a fun activity in SL.
It's worth considering if solutions can be devised to overcome some of the main concerns such as keeping it low maintenance and preventing abuse.

Abnor Mole I think the 'minigolf' concept could tie in well to reality based themes like the Campers, or the 'modern suburban' styles like Newbrooke, Traditional, Victorian. In fact it was "Campwich Lodge", the amazing "Japanese Garden" build at the and all those empty train station/post office spaces that made me think of how an 'activity center' could be integrated into themes.
It'd actually be really neat if every theme had something like that, imagine an entertainment center built on water and piers by the houseboats, or a beachy themed activity near the stilt homes.
A special version could be dressed up in 'fantasy style' for the fantasy homes.. maybe a cute 'country fair' inspired activity in and amongst the premium+ farm houses, and so on.
Heck, a few board games on some of those picnic tables dotted around Belliseria in almost every theme wouldn't go amiss, either.

LL won't do anything for us. They put all their money into Patch and his Bellisseria which is mostly empty. So many resources could have been used to better SL but they sunk all their money into a losing idea. Let's keep LL out of the building business.

It's an interesting idea.. but I'm not sure a fully 'land-owner-owned' golf system exists.
The first system that came to mind was Aglaia Resident's RBR Minigolf, but their system is entirely meant for Minigolf. (which would be amazing for some Bellisseria themes). The system uses pre-configured modules that you 'sit on', and then it rezzes the ball and does all the stuff to determine hits and angles and all that. It's very landowner friendly.. but there are only 14 holes in the system, which means some reusing.
They are modifyable tho..
As for full-size golf:
Fa Nyak's >(O.o)< golf system seems a no-brainer, with it's classic styling and proven track record of reliability (it's been in SL forever, honestly worthy of a nod by a mole build), And it can work for BOTH minigolf and real golf.
But the 'rental' system involves the giver station giving out a club and hud (they have a built-in expiration system, this was way before temp attachments).. which is cool, but the rezzed 'balls' and other elements of the system are rezzed by the player's equipment. Meaning that the golf courses would need a generous autoreturn to avoid ending the game early.
If the area were say, tiled with miniature parcels, each with it's own autoreturn setting, then the counter would restart every time the ball entered a new square. That MIGHT work.. unless the person playing is taking turns with friends.
Any open space that large, with open rez and a generous autoreturn is just a 'sandbox' by a different name. Unless someone's gonna sit there 24/7 in some kind of lifeguard chair to say 'no', people are gonna use it as a sandbox.
Not that that's a bad idea.. just something to consider.
Unfortunately, LSL doesn't yet have a selective object return function, nor any way to 'eject' someone from a group... and LL's not going to run a bot to monitor if objects other than approved golf game elements are being rezzed.
I'm sure there are other systems out there. Perhaps systems where the ball is rezzed by 'the owner's system'. I really like the RBR system for Minigolf.. and it's modular system still leaves a lot of opportunity for Mole creativity, and decorations.
