I agree with Sarah completely, the Sakura theme would deserve to be completed. Even if not in a final state, but with its coastline regions placed and the public features such as the railroad from Shobu westbound to the Mediterranean theme - and I suppose one branch eastbound to connect to the Chalet-Newbrooke loop, at least it is physically possible and it would mean a really long contiguous railroad network, one that would be longer than many in the real world, actually - should be built. Similarly to other areas, the homes and some other things can be added to them later once the public features are there.
