Actively updating PRIM_OMEGA breaks on sim crossing

When actively updating PRIM_OMEGA (like the wheels of a car) crossing into another sim causes them to not behave as intended and start stuttering or twitching their rotation instead of smoothly rotating. This is the same issue as outlined in BUG-232844 from the old Jira with the exact same steps to reproduce, it has returned.

I have issues with TargetOmega in my products for almost a year now. I have customers complaining its happening even when i clumsily added Target Omega restarts in the script to attempt to counter this bug. Nothing works to have this run smoothly. I am at the point where i have to close down my marketplace, since i can't help the complaining customers, no matter how hard i try :(

I think it is not limited to region crossings - I have seen calls to update PRIM_OMEGA on non-physical, static objects where the call will randomly just stop rotating the object, instead of setting it at the updated values.

I've seen this unfold as well and it's rather annoying. It was supposedly resolved, but yet, it's still present.
